Since January 2019, Peck has served as the Undersecretary of Public Safety for Criminal Justice for the Executive Office of Public Safety in Massachusetts and is responsible for policy, budgetary and the operational oversight of the Massachusetts Department of Correction, Massachusetts Parole Board and the Massachusetts Sex Offender Registry Board. He currently chairs the Committee on Restrictive Housing as well as the Restorative Justice Committee.
For 21 years prior, Undersecretary Peck was employed by the Massachusetts Probation Service in a variety of roles; most recently in the position of Supervisor of Probation Services for the Superior Court. In this capacity he oversaw the field operations of 11 Superior Courts statewide, and approximately 7,500 high risk felony probationers. Previously, he was the Chief Probation Officer assigned to the Hampden County Superior Court located in Springfield, Ma. and Assistant Chief Probation Officer assigned to the Worcester County Superior Court.
Undersecretary Peck was on staff at the Massachusetts Probation Training Academy and instructed in the areas of substance abuse treatment and programming, tactical communication, evidenced based supervision practices, sex offender supervision and prisoner reentry related issues. His primary focus was on the use and implementation of risk/need instruments. Undersecretary Peck was a primary architect of an intensive support reentry model program that combined in-reach pre-release case planning with “swing” post release case management that involved cross agency participation. Additionally, he coordinated the development of an intensive gang supervision model that combined rigorous cognitive behavioral approaches with enhanced control and monitoring measures. As a result of his many contributions, he was twice recognized with the Massachusetts Trial Court Excellence Award.
Undersecretary Peck holds a Certificate of Advanced Graduate Study (C.A.G.S.) in Criminal Justice Administration from Anna Maria College in Paxton, Ma; a Master’s Degree in Criminal Justice from the University of Massachusetts-Lowell and a Bachelor of Science in Sociology from Springfield (MA) College. He is also a graduate of the intensive yearlong Chemical Dependency Treatment program at the University of Massachusetts-Boston. Undersecretary Peck was formerly a Licensed Alcohol and Drug Abuse Counselor by the Massachusetts Department of Public Health and a Certified Forensic Examiner through the National Association of Forensic Counselors.
